10a. It shall be the duty of the Civil Service Board when requested to do so by the City Council or City Manager, to classify, and when necessary re-classify, in accordance with the duties of the department, all subordinate positions in all departments affected by this amendment. Such classification or re-classification must be prepared in writing and a copy thereof submitted to the City Council for approval or rejection. The City Council shall fix the date that such classification or reclassification shall take effect. A copy of such recommended classification or re-classification shall also be furnished by the Civil Service Board to the City Manager and the head of the department affected.
