There is hereby created and established Civil Service for all officers and employees of the City of Bakersfield, excepting elective officers, the City Manager, the City Attorney, members of the Police and Fire Departments, and members of all boards and commissions, which shall be known and designated as “Civil Service for Officers and Employees in the Miscellaneous Departments.”
