In addition to the methods provided by State law for alteration of City wards upon annexation of territory to the City or otherwise, the Council shall, by ordinance, from time to time alter the boundaries of the respective wards in order that each ward shall contain, as nearly as possible, equal population therein, based upon the latest Federal decennial census. The Council may, by ordinance, from time to time alter the boundaries of the respective wards in order that each ward shall contain, as nearly as possible, equal population therein, based upon the Federal mid-decade census.
